The Conference of Government Mining Attorneys, Incorporated (COGMA) was created in 1990 to promote the exchange of ideas among attorneys employed by the various state governments, tribes, and the federal government with regard to surface mining law.  In particular, COGMA is focused on fostering a sound understanding of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) by its members. This endeavor includes creating an annual program whereby federal and state attorneys practicing in the area of surface mining law can assemble and be educated on topics related to SMCRA. 100% of COGMA's time is dedicated to this endeavor.  Included within this endeavor is the goal of annually presenting an educational program that is fully staffed, on a volunteer basis, by COGMA members or experts in the area of surface mining law or related environmental laws.  This annual meeting facilitates and drives the purpose of COGMA's creation.
